Malibu Beach Rules


Malibu has adopted Title 17, Chapter 12 of the Los Angeles County regarding beach activities. The following are some of the restrictions applicable to Malibu beaches.

  • Alcohol -- The consumption of alcohol on any beach in Malibu is strictly prohibited. Violation of this law is a misdemeanor. A no tolerance policy for alcohol on Malibu beaches has resulted in a descrease of alcohol related accidents on Pacific Coast Highway as well as a decrease in alcohol related water rescues.

  • Animals -- Animals are not allowed on any public beach in Malibu. Owners of private beaches may have their dogs, on a leash, on their own beach. Even on private beaches, dogs are not allowed on the public part of the beach, below the mean high tide line.

  • Fires -- Fires, including barbecues, are not allowed on any Malibu Beach.

  • Nude Sunbathing -- There are no "nude" beaches in Malibu. Violation of this ordinance is a misdemeanor.

Enforcement of these beach ordinances is by the L.A. County Sheriff's Department.

Can I smoke cigarettes on Malibu Beaches?

  • No, smoking is prohibited on all Malibu Beaches.  You may, however, smoke in the parking lots.
I've seen people at parties drinking, how do I get a permit for that?

The L.A. County Department of Beaches and Harbors does issue permits for parties on the beach and may allow alcohol if certain conditions are met.  Click here for more information.

Where is the nude beach I've heard about?

  • Nude sunbathing is not allowed on any beach in Malibu (or L.A. County)

Where can I take my dog to the beach?

  • Dogs are not allowed on any beach in Malibu.  If you bring your dog to the beach, you will be asked to leave, and you might be cited.  Leo Carrillo State Beach (near the Ventura County line) does allow dogs on leash in some areas.

Is it hard to find a place to park?

  • Zuma beach has an abundance of parking in their fee parking lots.  On hot summer days (especially holidays) the parking lots sometimes fill and are closed for an hour or two until spaces become available.  If you are coming to the beach on a busy weekend, come early.

I received a citation for drinking on the beach.  Where can I read the law?

  • The City of Malibu has adoped L.A. County Code Title 17, Chapter 17.12 which pertains to beaches.  Section 17.12.320 and the other beach codes can be found at the L.A. County website.
